In a major victory for the Teamster officers who work for the Raleigh Police Department, effective February 1 the city is ending an unfair employee evaluation system that was put in place by the former Chief.
More than 200 Teamster members filed grievances against the former system.
“I am so proud of the Teamster members who stood up to fight when they saw that the former chief was committing an injustice to them,” said Rick Armstrong, the Local 391 business agent who represents the police and a former RPD officer.
Local 391 and its affiliate, the Raleigh Police Protective Association, which represents more than 500 Raleigh police officers, waged a very public battle against the old system. Multiple local newspapers and TV & radio stations broadcast the union’s revelations that the approach amounted to a “quasi-quota” system where officers could be punished for not writing enough traffic tickets.
The Teamsters were aided in the battle by several community groups, including the Triangle Jobs for Justice unit, which organized the appearance of about 20 concerned citizens at a Raleigh City Council meeting. Facing the pressure, the former chief announced his retirement shortly after the meeting.
The Teamsters and the Raleigh Police Protective Association are committed to working with Cassandra Deck-Brown, the new chief, to develop a new evaluation system that fairly analyzes the quality of an officer’s work while reinforcing their Department’s commitment to public safety.
The Teamsters endorsed Deck-Brown to become the new chief just days before she was selected for the position.
